Reflects some percentage of the light incident on it and transmits the remainder to the other side.

 

1.  It is a sheet of glass coated with a layer of metal only a few dozen atoms thick, transmitting some light and reflecting the remainder (from both sides).

 

2.  It is typically used as an apparently normal mirror in a brightly lit room, with a much darker room on the other side. People on the brightly lit side see their own reflection, it looks like a normal mirror. People on the dark side see through it looks like a window.
